I have a single forest\domain\site, and I have raied the domain funtion leve
to 2003 and now I am trying to raise the forest funtion level to 2003.
I keep getting the error "The functional level could not be raised. The
error is: The directory service is busy."
I have tried this about 6 time now and have waited several minutes in
between. There is no one one the system right now, so I don't know why it
would be so busy as not to be able to do this.

Any help would be appreciated.

Thanks

Hello Eric,

propably the directory is still replicating your change of the forest level.
Depending on your infrastructure this can take consiberable time - I'm talking
about hours.

Just relax for the day, try it again tomorrow, and post back if it's still not
working Wink

Gruesse - Sincerely,

It did work this morning. Every other part of the migration went very quick.
I only have about 70 users.
But no problem this morning.

Great it worked. The issue here is not really replication with users, it just
depends on your replication infrastructure (sitelinks, their intervals,..)
because the information of the raise of the domain mode needed to be replicated
first throughout your sites before raising the forest mode.

Usually you should have been able to raise the forest mode, and it will tell
you that it needs to raise the domains as well but will do the work for you,
then you don't need to wait to do both steps separate manually.
